منشور جهانی حقوق بشر که در ۱۰ دسامبر سال ۱۹۴۸ در سازمان نوبنیاد ملل متحد تصویب شد، دستاوردی جهانی و متعلق به همه افراد، فرهنگ ها و ملت ها است. در سال های بعد، با تصویب پیمان نامه هایی مانند: پیمان های حقوق زنان، حقوق کودکان و پیمان های اقتصادی، اجتماعی و فرهنگی، بر ابعاد و وسعت پوشش این منشور حقوق انسانی افزوده شد. احکام عمومی و انسانی این پیمان ها می باید از سوی دولت های امضاکننده در جهان مورد پذیرش و احترام باشند. همه دولت ها با نهادینه کردن و تصویب این پیمان ها در قوانین اساسی و مدنی خود و نیز با تدوین سیاست های برنامه ریزی شده، باید به اجرای آن ها که هیچ کدام بر دیگری برتری ندارند و از همدیگر تفکیک ناپذیرند، متعهد شوند.
ایران در شمار نخستین اعضای سازمان ملل متحد است و اولین منشور حقوق بشر را در فروردین ماه ۱۳۲۷ امضا کرده و متعهد شد که به اصول این پیمان وفادار باشد. پذیرش رسمی کلیت منشورهای مصوبه در اردیبهشت سال ۱۳۵۴، دولت وقت ایران را به اجرای اصول آن متعهد ساخت. اما در آن زمان محتوای این منشورها، به طور کامل در عمل اجرا نشد. جمهوری اسلامی نیز بعد از استقرار خود تلویحا این سندها را پذیرفته است اما آن ها را رعایت نمی کند.
جمهوری اسلامی با تکیه بر قانون اساسی غیر دموکراتیک و تبعیض گرایانه و دیگر قوانین ایران، در طی سی و سه سال، با سرکوب مطالبات بخشهای عظیمی از مردم چون زنان، کودکان، دانشجویان، کارگران، اقلیت های قومی و مذهبی، زندگی را در جامعه ایران به یک جهنم تبدیل کرده است. جمهوری اسلامی با زیرپای نهادن احکام گوناگون اعلامیه جهانی حقوق بشر، هزاران نفر را کشته و هزاران تن دیگر را به بهانه های گوناگون به بند کشیده است. با توجه و استناد به این قوانین؛ احکام جزائی جمهوری اسلامی از خشن ترین و غیرانسانی ترین احکام جزائی دنیا است.
به دنبال نقض دائم و مکرر منشور جهانی حقوق بشر توسط جمهوری اسلامی و به دلیل بگیر و ببندها، اعدام های متعدد، به ویژه پس از اعتراضات مردمی به تقلبات انتخاباتی سال ۸۸، ،سازمان های حقوق بشری و ارگان های سیاسی بینالمللی آقای احمد شهید را به عنوان نماینده خود برای تحقیق و بررسی وضیعت حقوق بشر در ایران انتخاب کردند. در طی این مدت، جمهوری اسلامی با عدم صدور روادید، مانع سفر ایشان به ایران شده است.
در گزارش ایشان مانند سایر گزارش های مشابه، بر ادامه نقض آشکار حقوق بشر توسط جمهوری اسلامی ایران، از جمله به دستگیری های غیر قانونی، سختگیری ها برای کارگران، زنان، حقوق دانان، روزنامه نگاران، دانشجویان، معتقدین به سایر ادیان، دگر اندیشان، اقوام ایرانی، فعالین حقوق بشری و مدنی، بار دیگر تاکید شده است.
ما، بخشی از نهادهای حقوق بشری و دموکراتیک ایرانیان خارج از کشور، با تعهد خود به رعایت بیانیه های جهانی حقوق بشر به عنوان دستاوردی برای بشریت و حفظ کرامت انسانی، این روز جهانی را گرامی می داریم.
ما از همه کنشگران مدنی و حقوق بشری دعوت می کنیم که همراه با ما از سوم تا یازدهم ماه دسامبر۲۰۱۱ را برای خواسته های زیر، هفته دفاع از حقوق بشر اعلام کنند. درطی این هفته، با برگزاری حرکت هایی مانند گردهمایی، راه پیمایی، اجرای کنسرت، برگزاری نمایشگاه و کارهای ابتکاری دیگری می توان گام دیگری در گسترش و تعمیق حقوق انسانی در ایران و جهان برداشت.
۱ ـ نهادینه شدن، قانونی شدن و اجرای همه ی پیمان های جهانی حقوق بشر در ایران
۲ ـ آزادی بدون قید شرط تمامی زندانیان سیاسی - عقیدتی
۳ ـ لغو اعدام وشکنجه
۴ ـ پایان دادن به هرگونه تبعیض جنسی و نقض آشکار حقوق زنان
از همه رهبران سیاسی و شخصیت های برجسته فرهنگی و اجتماعی و همچنین از تمامی شهروندان در سراسر جهان می خواهیم تا رهبران جمهوری اسلامی را که مسئول پیگرد، زندان، شکنجه، تجاوز، اعدام، سنگسار، برخورد خشونت آمیز به راه پیمایی های غیر خشونت آمیز مردم ایران و به بند کشیدن دانشجویان، زنان، روزنامه نگاران، کارگران، وکلا، دراویش، دگراندیشان و غیرقانونی کردن همه نهادهای مدنی و سندیکایی در ایران هستند، محکوم کنند.
سازمان ملل متحد و نهاد های حقوق بشری وابسته به آن، باید هر چه زودتر دست به اقدام زنند و جمهوری اسلامی ایران را به پذیرش آقای احمد شهید و امکان بازدید ایشان از زندانیان سیاسی، عقیدتی و وضیعت عمومی حقوق بشر در ایران وادار کنند.

Call for International Cooperation
On the Anniversary of
International Day of Human Rights
On December 10th, 1948 the newly established United Nations (UN) adopted the Charter of Human Rights which is a universal achievement for all peoples, cultures, and nations. In the following years many conventions were added to the breadth and scale of this document such as conventions on the rights of Women, Children and the Convention on Economic, Social and Cultural Rights. The general provisions of the treaty were to be accepted and respected by all nations and governments. They were to institutionalize and ratify its provisions in their constitution and civil laws, and implement policies that achieve these goals with emphasis that no convention had any superiority over others, and that together they were inseparable.
Iran is among the first members of the UN singing the Charter of Human Rights in April 1948 and pledged to be faithful to the principles of this treaty. The formal acceptance of the charter in May 1975 committed the Iranian government to the implementation of its principles, although at the time the content of the charter was not implemented in practice. Since its establishment the Islamic Republic has implicitly accepted this document. The only treaty that the Islamic Republic has joined is that of the rights of the children, but even that has not been implemented in practice.
Because of the discriminatory and undemocratic nature of the Islamic Republic’s constitution and other laws, life in Iran for large portions of the population such as women, children, ethnic and religious minorities in the past 32 years has become a living hell. The Islamic Republic has blatantly violated many provisions of the Universal Declaration of Human Rights while killing and imprisoning many thousands for various excuses. The laws and penal provisions of the Islamic Republic are considered one of the most brutal and inhumane justice systems in the world.
Because of the repeated violations of the international human rights charter by the Islamic Republic, in particular the executions and incarcerations after protests against the fraudulent 2009 elections, Mr. Ahmed Shaheed was elected as the United Nations Special Rapporteur for Human Rights in Iran in the last world summit for human rights. Since then the Islamic Republic denied any cooperation with Mr. Shaheed and barred him from traveling to Iran. In his report, as with other similar reports over the years, Mr. Shaheed documents human rights violations including incarcerations and harassment of human and civil rights activists, workers, women, lawyers, journalists, students and religious minorities as well as the suppression of legitimate aspirations of the Iranian people.
We, as a part of Iranian democratic and human rights institutions abroad, commemorate the anniversary of the Universal Declaration of Human Rights by inviting all human rights and civil society activists to join us in calling for:
1. The institutionalization, legalization and implementation of all human rights treaties in Iran
2. The release of all political prisoners and prisoners of conscience
3. The abolition of torture and capital punishment
4. The end to all gender discrimination and blatant violations of women’s rights
We ask everyone to commemorate the week of December 3rd to the 11th of 2011 as the week to defend human rights. During this week, by planning events such as meetings, marches, concerts, exhibitions, and other creative events we can take another step in expanding and deepening human rights in Iran and the world.
We ask all citizens, organizations and leaders around the world to condemn human rights violations in Iran. We ask all political leaders and prominent social and cultural personalities around the world to hold the Islamic Republic government responsible for the persecution, imprisonment, torture, rape, execution, stoning, and the violent suppression of non-violent marches of the Iranian People. The Islamic Republic should be held accountable for the imprisonment of students, women, journalists, civil society and trade union workers and the outlawing trade unions and non-governmental organizations.
The United Nations and human rights organizations must act immediately to force Iran to accept Mr. Ahmed Shaheed into the country to meet with political prisoners and prisoners of conscience and to evaluate the human rights situation in Iran.
